FUNCTIONAL SAFETY IS A LEGAL AND MORAL RESPONSIBILITY OF ANY EMPLOYER

The requirement is to demonstrate that the design, build, install, test and operation of their safety systems reduce risk to people to an acceptable recognised level.

 

IEC61508 AND IEC61511

Under the UK Health & Safety Regulations, this is managed by IEC 61508/61511 were the regulation specifies any organisation designing, building, testing and installing components or systems for safety related applications must have in place functional safety management procedures and policies to ensure the integrity of any of its deliverables.

The UK regulations came about following several major accidents for example, Seveso Italy and Flixborough in the UK. The European and UK regulations were developed through the Seveso Directives and the Control of Major Accident Hazards (COMAH) regulations.

Although the reduction of risk is a legal requirement, the adoption of the standard IEC 61508 and/or IEC61511 is voluntary rather than written in law. However it provides a life cycle approach for users to work within when they are asked by governing or certification bodies to demonstrating compliance for Functional Safety.
